FRIDAY, JULY 9, 1999: After years of AFSA pressure, Congress last year ordered the Department of Defense (DoD) to enact a pilot pharmaceutical program for Medicare-eligible enlisted retirees. DoD is required to conduct the program at two test sites, and appears to be ready to announce details soon. Yesterday, AFSA representatives met with DoD's head of Health Affairs, Dr. Sue Bailey, to discuss the program's status. Disturbingly, Dr. Bailey indicated that DoD might require an enrollment fee for participation. However, AFSA made clear its opposition to any such enrollment fee as a burden to enlisted retirees. Further, if allowed, an enrollment fee would set a dangerous precedent for any future program that might become available to all over-65 retirees. AFSA believes it is time for DoD and Congress to meet their obligation to provide quality, affordable health care to enlisted retirees. Now is the time for our members to act. As an initial step, let your senators and representatives (this link will take you to the AFSA HQ Site, please use your browser back button to return to your AFSA300 website) know of your opposition to any enrollment fees for the pharmaceutical demonstration project. This is a benefit you earned and have already paid for! Further, our active duty members have a vested interest in stopping this DoD sham, if their future benefits are to be secured. Urge your colleagues and friends to contact their elected officials. Your grassroots action will be a crucial first step in making a stand and letting DoD know it must stop breaking its promises to enlisted retirees.
